**For the Meatloaf:**
– 1 lb ground beef
– 1/2 cup breadcrumbs

**For the Mac and Cheese:**
– 2 cups elbow macaroni
– 2 cups shredded cheddar cheese
– 2 cups milk
– 1/4 cup unsalted butter
– 2 tbsp all-purpose flour
– 1/2 tsp mustard powder
– Salt and black pepper to taste
**Topping:**
– 1/2 cup shredded cheddar cheese
– 1/4 cup breadcrumbs
Instructions
1. **Preheat the Oven**:
Preheat oven to 350°F (175°C) and lightly grease a 9×13-inch baking dish.
2. **Prepare the Meatloaf Mixture**:
In a large bowl, mix the ground beef, breadcrumbs, Parmesan, milk, ketchup, egg, garlic powder, onion powder, salt, and pepper until combined. Press the mixture evenly into the bottom of the prepared baking dish.
3. **Cook the Macaroni**:
Cook elbow macaroni in boiling salted water until al dente. Drain and set aside.
4. **Make the Cheese Sauce**:
In a saucepan, melt butter over medium heat. Stir in flour and cook for 1-2 minutes to form a roux. Gradually whisk in milk, mustard powder, salt, and pepper. Stir until the sauce thickens (about 5-7 minutes). Remove from heat and mix in shredded cheddar cheese until smooth.
5. **Combine the Mac and Cheese**:
Add cooked macaroni to the cheese sauce, stirring until well coated.
6. **Assemble the Casserole**:
Spread the mac and cheese mixture over the meatloaf layer. Sprinkle with additional shredded cheddar cheese and breadcrumbs.
7. **Bake**:
Bake for 25-30 minutes, or until the cheese topping is bubbly and golden brown.
8. **Serve**:
Let the casserole cool slightly before slicing and serving.
